Members of Send Parish Council are hereby summoned to attend the monthly meeting of SEND PARISH COUNCIL to be held on Monday 17th February 2020 at 7.45 p.m.in the Upstairs Room of the Lancaster Hall for the purpose of transacting the following business

4. Planning
a) Planning applications – to receive and consider the recommendations from Send PC Planning Committee in response to the following applications:-
19/P/02223 Land at Garlick’s Arch, Send Marsh/Burnt Common, Portsmouth Road Hybrid (part full/part outline) application comprising: Full planning permission for 220 residential dwellings (Use Class C3) with associated open space and landscaping, means of access, parking, drainage, utilities and infrastructure works, temporary acoustic fencing, and other associated works; and Outline planning permission, with all matters reserved except for access, for up to 300 residential dwellings (Use Class C3) and Travelling Showpeople plots (Sui Generis) with associated open space and landscaping (including a landscape bund and acoustic fencing), means of access, enabling infrastructure and other associated works

b) Guildford Borough Council Planning Committee Peer Review – To receive an invitation to send a Parish representative to attend the peer review of planning procedures on 25th March 2020
c) Send Parish Council Planning Committee minutes – to note the minutes of the meetings held in January and February and to receive the results of the larger planning applications
5. Neighbourhood Development Plan – to note the progress of the Regulation 16 public consultation
6. Pavilion Redevelopment Working Group – to consider the minutes of the meeting on 30th January 2020 and note the progress of the project
7. Climate Change – to consider a report on the event hosted by the Parish Council on 10th February 2020 and approve plans for follow-up
8. Amenities and Leisure Services
a) Working Group – to agree a date for a meeting of the working group to plan the project for the Christmas lights and consider any other matters relating to the Council services
b) Public toilet – to approve renewal of the service contract
9. Financial and other Council Matters
a) Monthly expenditure lists for February 2020 and bank reconciliation to January 2020 – to approve and sign
b) Use of pavilion – to approve an increase in the donation amount for the use of the facilities
c) Review of Policies – to note the updated timetable for the review of Council policies
10 Communications
To receive and consider the following communications:
a) Villages Unite – a reminder of the invitation to the event on 25th February 2020
b) Skate board ramp – a request for a skate board ramp for the recreation ground
c) Get Creative – a request to put up bunting on the recreation ground for the May Fair/VE day
d) Other Communications – to report any other communications received after the agenda has been issued (for information only or to be discussed at a future Council meeting)
11 Highways
a) Potters Lane junction – to note the Highways Authorities meeting on 3rd March to discuss the safety issues at the A3/Potters Lane junction and to re-consider the Council’s views on whether to support closure of the junction
b) Parking and Highways Working Group – to receive an update on the actions of the working group including looking at parking at the shop parade
c) HGV’s in Send – to consider a report on HGV movements and agree to make a representation to Surrey Highways regarding concerns about Woking construction traffic coming through Send
d) Highway Tree Planting and Verge Enhancement Scheme – to consider the Surrey County Council guidelines and the implications for Send
e) Other Highways Matters – to receive any Highways matters to report to Surrey County or Guildford Borough Council
