MINUTES OF THE PLANNING COMMITTEE MEETING HELD AT 7.15PM ON 17th FEBRUARY 2020 IN THE UPPER ROOM, LANCASTER HALL

Present: Cllr J Manktelow (Chair), Cllr Brooker, Cllr P Oven, Cllr P Beddoes (ex officio), Debbie Hurdle (Clerk) and Coral Davis (Deputy Clerk)

There were two members of the public and a comment was received regarding the following:-

2. Declarations of Interest
There were no declarations of interest.

3. Minutes
The Minutes of the Planning Committee held on 3rd February 2020 were approved and signed by the Chairman.

4. Planning applications responses:

19/P/02237 Land adjacent to Pembroke House, 54 Potters Lane

Erection of 10 houses (5 detached and 5 attached, all 3 bedroom) with associated landscaping, parking and vehicular access

Agreed response: – Objection. The following objection was proposed to the Council meeting together with the use of the general planning statement

• When the Local Plan was adopted in April 2019 the Borough Council determined the number of houses to be built in the Borough. Since then there have applications for 776 houses submitted in Send of which 595 houses are detailed in the plan. There should be no additional housing numbers agreed

• A total of 665 houses are planned for Send and there is no infrastructure to support the planned houses let alone additional ones. At a meeting in May 2018 GBC Councillors promised that the infrastructure would be in place prior to the houses being built, but this has not been delivered.

• The proposal represents an unacceptable form of back-land development which is out of keeping and detrimental to the established pattern of development in the area and is out of character with the surrounding area. It would also result in the loss of a green space in the village

• This proposal represents overdevelopment of the plot with ten houses being far too high a density for a garden development

• The proposal is at a narrow part of Potters Lane where traffic speed is already an issue

• The site is adjacent to National Trust land and the River Wey navigation corridor from which the development would be visible and it would spoil the rural environment

• The site lies within the 400m to 5km zone of the Thames Basin Heaths Special Protection Area (TBHSPA).

• Parking is a big issue in the road and the area outside this property is used by residents with no private parking and also leisure users for the river

• There are only two visitor spaces proposed and limited turning areas for delivery vehicles

19/P/02223 Land at Garlick’s Arch, Send Marsh/Burnt Common, Portsmouth Road

Hybrid (part full/part outline) application comprising: Full planning permission for 220 residential dwellings (Use Class C3) with associated open space and landscaping, means of access, parking, drainage, utilities and infrastructure works, temporary acoustic fencing, and other associated works; and Outline planning permission, with all matters reserved except for access, for up to 300 residential dwellings (Use Class C3) and Travelling Showpeople plots (Sui Generis) with associated open space and landscaping (including a landscape bund and acoustic fencing), means of access, enabling infrastructure and other associated works

Agreed response: – Objection. It was agreed that the draft response together with some amendments to the SPC response and a slight amendment to the covering letter would be proposed to the Council meeting. It was agreed that Cllr P Oven would represent the Council to speak at the GBC Planning meeting.

First floor extension and render brick walls

20/P/00145 72 Send Road
Erection of a single storey side and rear extension
Agreed response: – No comment

20/P/00171 1 Heath Farm Cottages, Tannery Lane

Proposed front porch and single storey rear/side extension following demolition of conservatory Agreed response: – No comment

19/P/02191 Oldlands, Burnt Common Lane

Proposed erection of 30 residential dwellings with the associated vehicular and pedestrian access via Burnt Common Lane, car parking, secure cycle storage and landscaping on land off Burnt Common Lane Agreed response: – To be discussed at the next meeting

20/P/00185 Land to the rear of Hillrising, 115 Potters Lane

Erection of a 3 bedroom, two storey dwelling and garage with formalised access, parking and turning area, landscaping and associated works

Agreed response: – Objection.
The Parish Council objects to this proposal for the erection of an additional house on this land.

• The proposal is an unacceptable form of back-land development, which is out of keeping and detrimental to the established pattern of development in the area and is out of character with the surrounding area. There are also concerns about the setting of a precedent

• The proposal would remove the privacy and amenity from a number of neighbouring properties

• The site is in a dominant position which is also at the entrance to the village and there are concerns about the visibility on the egress from the site

• The proposal would result in the loss of a number of trees which would be in contradiction to the climate emergency declared by Guildford Borough Council

20/P/00017 5 Birnam Close

Erection of first floor rear extension, front porch canopy, changes to fenestration, alterations to roof and removal of chimney stack (amended description)

Agreed response:- No comment

Proposed erection of two pairs of semi-detached two storey dwellings (four units) with integral garage and construction of an additional access to the highway following demolition of the existing dwelling and garage Agreed response: – To be reviewed at the next meeting

19/P/01003 Land to the north of Heath Drive

Outline planning application for 29 residential dwellings including means of access, layout and scale (appearance and landscaping to be reserved)

Agreed response: – To be reviewed at the next meeting

6. Representation at the GBC Planning committee peer challenge review meeting on 25.03.20 It was agreed that Cllr P Oven will represent the Council at the meeting on 25th March 2020
