MINUTES OF THE PLANNING COMMITTEE MEETING HELD AT 7.15 PM ON 3rd FEBRUARY 2020 IN THE UPPER ROOM, LANCASTER HALL

Eighteen members of the public and Cllr P Beddoes, Cllr C Heath, Cllr J Osborn, Borough Councillor P Sheard and
Borough Councillor S Parker were in attendance.
Comments were received regarding the following:-
• Huge numbers of additional cars that will be using the local narrow roads
• Concern about where the additional children will go to school with Send Primary full, Ripley Primary closed and secondary schools full
• Insufficient budget for the necessary road improvements
• Traffic congestion with no northbound access to the A3
• Style of housing includes gas boilers – GBC has since declared a climate emergency and the development should make a positive impact to the climate emergency rather than contributing to it
• Public transport insufficient for the huge number of houses particularly the buses and the train station. The car park at West Clandon is already full on a daily basis and the egress from the station is dangerous
• Proposed cycle routes to the station are along the main A247 and walking routes are on unlit back roads
• Concern over the combination of the developments in Send and Woking, the increase in development traffic and the total overall effect of all the proposals on Send
• Concern over the site for travelling showpeople and the proposed access to it
• Environmental hazards of building next to a main road notably noise and pollution
• What will happen to the power lines – will they all be buried or re-routed

The Minutes of the Planning Committee held on 20th January 2020 were approved and signed by the Chairman.
4. Planning applications responses:
19/S/00004 North Street Redevelopment, Guildford (Friary Quarter)
Request for an EIA Scoping opinion under part 4 Regulation 15 (1) of the Town and Country Planning (Environmental Impact Assessment) Regulations 2017 (as amended) : Proposed residential led mixed-use redevelopment consisting of up to 90,000 sqm total floor space and including up to 850 homes, retail and leisure use floorspace, food and drink use floorspace, flexible commercial, retail and leisure floorspace, road routeing and infrastructure amendments, new civic squares and pedestrian routes through the site and a new bus and coach station.
Agreed response: – Objection. The Parish Council welcomed the opportunity to discuss this proposed development. It was felt that that the proposal for tall developments was inappropriate and would detract from the character of the High Street. The proposal for mixed development seems out of touch with the current market as additional retail space is not needed but affordable housing is. Increased numbers of affordable residential units would have a positive effect on existing retailers by increasing the footfall
19/P/02223 Land at Garlick’s Arch, Send Marsh/Burnt Common, Portsmouth Road
Hybrid (part full/part outline) application comprising: Full planning permission for 220 residential dwellings (Use Class C3) with associated open space and landscaping, means of access, parking, drainage, utilities and infrastructure works, temporary acoustic fencing, and other associated works; and Outline planning permission, with all matters reserved except for access, for up to 300 residential dwellings (Use Class C3) and Travelling Showpeople plots (Sui Generis) with associated open space and landscaping (including a landscape bund and acoustic fencing), means of access, enabling infrastructure and other associated works
Agreed response: – Objection. The final response will be agreed at the Council Meeting on 17th February but the
following points were considered in the response:-
• No attention has been paid by the developers to the comments made by the Parish Council in the response to the pre-application representation
• The application represents overdevelopment of the site for the Phase 1 development
• Making the development an extended neighbourhood allows development without additional facilities. The site is 1.5 miles from Send and 1.25 miles from Ripley and would be the size of West Clandon. Lack of facilities will generate additional traffic
• The effect of the traffic from this development, together with other neighbouring large developments, on the roads in Send
• Sustainable transport is in decline and there is concern about the bus routeing and the sustainability of the bus for schools. Clandon station has 228 spaces and is at capacity now and the proposed cycle and walking routes are not suitable
• Social infrastructure is required and should be central to the development. The Leader and Deputy Leader of GBC promised in a public meeting in 2017 that infrastructure would be built first
• The timing of the infrastructure is vital and the surgery extension should be done by end of Phase 1 and SCC money for schools to be allocated first and spent in Send for village requirements as a necessity. School places in the locality including secondary should be made available before the plan is agreed.
• The extension of Send Primary School would be detrimental for the village. There are already major issues regarding parking and the traffic problems caused by school traffic in this area which is also opposite the medical centre
• Ripley school would be the ideal solution and could take all the children
• Retail space, playgrounds and a community green space are all required and would add to the green ideals of GBC in the face of the climate emergency. By providing a range of shops the residents would travel more by foot. Community gardens are shown in the access statement but not in the plan
• The site should have an eco-strategy for the future
• Housing numbers – viability test is a concern
• Concern over the alternative flood plains and the effect of the building on the site
• Parking standards should be realistic for a village location and not a town location and in line with the emerging Send Neighbourhood Development Plan
• Clarification is required with regard to the power lines and where they will be going
• Kiln Lane is unsuitable for large vehicles and is an inappropriate access to the traveller show people site and cannot be widened
• The proposed roundabout on Clandon Road would cause a loss of privacy and amenity to the houses in Woodlands. Also a question over whether this would be built on manorial land
• Design and suitability of the housing for the location – divergence from the styles in the emerging SNDP

5. Street name for Clockbarn Nursery development
Councillors agreed that the name of the development, Cartbridge Gardens, was inappropriate and would be confusing due to its location. They agreed to suggest Clockbarn Drive as the name of the road.
