3. To note the comments in response to the applications which were approved by the Full Council:-

20/P/00482 Land at 92 & 94 Potters Lane, Send

Erection of 29 dwellings (12 affordable) including access, associated garages, parking, open space, play area and landscaping following the demolition of 2 dwellings (92 and 94 Potters Lane).
Agreed response:- Objection

The Parish Council objects to this application as it would represent overdevelopment.

Send is already subject to a number of large proposed developments and as the Local Plan is deemed to meet the needs of the

area additional windfall developments are all in excess and consideration of this must be given. Consideration also needs to be
given to what precedent is being set for the future.

The objections for this proposal are as follows:-

• The proposal goes beyond infill. Policy Send 2 from the emerging Send Neighbourhood Development Plan states that the housing will be supported provided that it is limited infill development and that at least 80% of the dwellings are a mixture of 1-3 bedroom units

• The proposal represents an unacceptable form of very large back-land development which is out of keeping and detrimental to the established pattern of development in the area and is out of character with the surrounding area. It would also result in the loss of a huge parcel of green space in the village

• The egress from this site onto Potters Lane is very poor with limited visibility
• The proposal would alter the amenity and privacy of all properties that it touches boundaries with
• The development would be visible from the towpaths and the Wey Navigation Corridor Conservation Area

• The proposal would result in an increase in traffic which is already a huge problem in this area

• This road has no off street parking for a large portion of the lane and the suggested traffic calming measures would result in significant increased congestion around on street parked cars. ??

• It would change the whole nature of Potters Lane with a loss of amenity and a change in the street scene
• The setting of a precedent is a big concern for Send Parish Council

• The plan does not allow viewers to appreciate the beauty of the site especially as seen from the Wey Navigation, and would therefore recommend that the committee visit the site before making any decision.

20/P/00608 Belga, Briar Road

Erection of detached garage and store room

20/P/00613 Pine Cottage, Send Hill

Removal of conditions 5 (revocation of permitted development rights for Classes A, B, C, D and E) and 6 (no construction of additional windows or similar openings in the roof than those approved) of planning permission 06/P/00812 approved on 25/05/2006
Agreed response:- Objection

The Parish Council objects to the removal of conditions 5 & 6 from planning permission 06/P/00812. This house is already the largest dwelling in this road and extending it would make this disparity even more apparent. This could have been the reason for the original conditions and it is felt that they are still true and valid. Also policy G1(3) of the 2003 local plan is saved and therefore still valid.

20/P/00615 67 Send Road

Proposed erection of a two storey end of terrace dwelling equipped with four solar panels and two roof lights, entrance porch and half dormer on north-west elevation and one car parking space at front; creation of a first floor extension with roof light to existing attached dwelling and addition of roof lights to roof slopes, new front porch and formation on once car parking space at the rear. Creation of two vehicular crossovers
Agreed response:- Objection

The Parish Council objects to this application on the grounds of insufficient parking for the two resulting properties. Whilst it meets the Guildford maximum parking standards it is the Send Neighbourhood plan’s minimum. The location of the property, on a busy corner, does not have capacity for off street parking so there is no provision for visitor parking which is needed on this A road. In addition it reduces the existing parking available for the current dwelling. Therefore unless at least two parking spaces are provided for each property, this new dwelling will have a detrimental impact on the street and neighbours.

20/P/00619 Paddock End, Boughton Hall Avenue

Proposed combined single/two storey side and rear extensions following removal of the existing detached garage to form additional habitable accommodation and replacement garage facility to the detached residential dwelling

The proposed extension will fill the full width of the plot and therefore spoil the street scene. Although it is listed as a garage there is potential that it will become part of the living accommodation
