Members of Send Parish Council are hereby summoned to attend the monthly meeting of SEND PARISH COUNCIL to be held on
Monday 20th January 2020 at 7.45 p.m.in the Upstairs Room of the Lancaster Hall for the purpose of transacting the following business

4. Financial and other Council Matters
a) Finance and General Purposes Working Group Meeting on 02.12.1 – to consider the minutes and recommendations from the meeting
b) Quarterly budget report (3rd quarter 2019-20), Revised Budget 2019-20, Budget 2020-21 and Precept requirement 2020-21 – to approve
c) Repairs/renewals reserve and election reserve in a designated savings account – to approve
d) Burial fees 2020-21 – to approve the list of fees
e) Street-lighting – to approve the new energy provider and to postpone the LED lighting project
f) Financial Regulations 2019-20 – to approve the revisions
g) Monthly expenditure lists for December 2019 and January 2020 and bank reconciliation to December 2019 – to approve and sign

a) Planning applications – to receive and consider the recommendations from Send PC Planning Committee in response to the following application:
19/P/02149 – Land to the rear of 5 Send Barns Lane – Outline application for the erection of 28 dwellings with associated landscaping and parking following demolition of 5 Send Barns Lane and creation of a new access off Send Barns Lane
b) Other planning applications – To consider a report on other large planning applications currently being considered by Send Parish Council Planning Committee
c) Judicial Reviews (JRs) – To note the results of the JRs challenging the Guildford Local Plan
d) GBC Planning Committee 14th August – to consider an update on the Parish Council’s formal complaint (at appeal) regarding the conduct and procedure at the meeting and agree action
e) Water provision – to consider an update on the inquiry to the water companies about their plans to meet the increased demand in water supply due to the new developments in Send
f) Send Parish Council Planning Committee minutes – to note the minutes of the meetings held in November and December
8. Pavilion Redevelopment Working Group – to consider the minutes and recommendations from the meeting on 6th January 2020 and approve the project plans
9. Communications Working Group – to consider the minutes and recommendations from the meeting on 16th January 2020 including approval of the production of a newsletter, website updates and to move to a new Office 365 Business Essentials with document sharing facility
10 Community Matters
a) Climate Change – to approve the arrangements for the meeting on 10th February
b) Christmas lights – to receive a report on the Send Christmas lights and agree action
c) Annual Parish Meeting – to approve a date and plans for the Annual Parish Meeting 2020
11 Communications
To receive and consider the following requests and communications:
a) Strengthening police powers for illegal encampments – to respond in the consultation
b) Becoming a County Councillor – an invitation to events on 29th January or 28th February 2020
c) Surrey County Council Youth Work – a request to support the youth work in Surrey
d) Villages Unite – an invitation by West Horsley Parish Council to an event on 25th February 2020
e) Send Primary School – an invitation to help the school develop community support
f) Send May Fair – a request to hold the 2020 May Fair on the recreation ground on Friday 8th May
g) Mayor’s Award – an invitation to make nominations for the community service award
h) Surrey Association of Local Councils (SALC) – to respond to a survey regarding the SALC services
i) Other Communications – to report any other communications received after the agenda has been issued (for information only or to be discussed at a future Council meeting)

a) Damaged bus shelter at Burnt Common – to report on the progress of the repair
b) Parking and Highways Working Group – to consider the minutes and recommendations from the meeting on 13th January 2020 and agree action
c) Potters Lane junction – to receive an update on the inquiry to Highways England regarding safety issues at the A3/Potters Lane junction and agree action
d) Other Highways Matters – to receive any Highways matters to report to Surrey County or Guildford Borough Council
