Members of Send Parish Council are hereby summoned to attend the monthly meeting of SEND PARISH COUNCIL to be held on Monday 16th March 2020 at 7.45 p.m.in the UPPER HALL of the Lancaster Hall for the purpose of transacting the following business

Agenda
1. Election of Chairman – following the resignation of the Chairman of the Council, to elect a new Chairman for the period 16th March – 18th May 2020. The new Chairman will sign the declaration of acceptance of office.

4. Minutes of Council Meeting 17th February 2020 – to sign as a correct record of the meeting
5. Planning
a) Planning applications – to consider the recommendations from Send PC’s Planning Committee in response to the following application:
19/P/01003 Land to the north of Heath Drive
Outline planning application for 29 residential dwellings including means of access, layout and scale (appearance and landscaping to be reserved)
b) Planning Committee Minutes – to note the Planning Minutes from the Committee meetings held in February and March 2020 and to receive an update on previous planning applications
6. Neighbourhood Development Plan
a) Send Neighbourhood Development Plan – to receive an update on the Send Neighbourhood Development Plan Regulation 16 consultation and note the next stages of the timetable
b) West Clandon Neighbourhood Plan – to respond as a statutory consultee to the Regulation 14 consultation for the West Clandon Neighbourhood Plan
7. Amenities and Leisure Services – to consider the minutes and recommendations from the working group meeting on 24th February 2020 and approve the following:
a) Public toilet – a proposal to replace the door or renew the service contract
b) Noticeboard – the purchase of a new noticeboard adjacent to the recreation ground
c) ‘Grow Social’ – an application for a RHS planting pack and plans to use it in the community
d) Use of Wi-Fi – permission for use of the Council’s Wi-Fi for an activity at the Lancaster Hall
e) Allotment Liaison Meeting – a date for a meeting with the allotment tenants
f) Cemetery – the plans for remedial action due to the wet weather conditions for burials
g) Christmas lights – plans for the project to improve the Christmas lights
8. Lancaster Hall
a) Stair lift – an update on the replacement of the stair-lift and to agree action
b) Room hire – a proposal by the Lancaster Hall Committee for hire of room
c) Monthly report – Cllr J Munn
9. Communications Working Group – to consider the minutes of the meeting on 20th February 2020 and an update on the plans to make improvements to the website
10. Community Matters
a) Annual Parish Meeting – to approve the plans for the meeting on 30th March 2020.
b) Send Primary School – to approve plans for projects with Send Primary School
11. Financial and other Council Matters
a) Street-lighting – to approve the extension of the streetlight maintenance contract to 2021
b) Ethical Standards and Code of Conduct – to respond in the Guildford Borough Council consultation on the review of the Councillors Code of Conduct (adopted by parish councils)
c) Grant Aid projects – to review the projects outstanding and agree action
d) Monthly expenditure list for March 2020 – to approve and sign
e) Business Continuity Plan – to consider a plan in light of current events regarding Covid-19
12. Communications – to consider the following requests and communications:
a) Parish Council Reception – an invitation to the Chairman and Clerk to attend the Mayor’s reception on 1st April 2020
b) Schools admissions – notification of Surrey County Council ‘s 2021 admission arrangements
c) Community Land Trusts – notification of a meeting in Ripley regarding CLTs and affordable housing on 23rd March
d) Other Communications – to report any other communications received after the agenda has been issued (for information only or to be discussed at a future Council meeting)
13. Highways Matters
a) A3/Potters Lane junction – to receive a report on the Highways England, Surrey Highways and the Police meeting on 3rd March 2020 and agree action
b) HGVs in Send – to consider an update on the representation to Surrey Highways regarding concerns about the Woking construction traffic coming through Send.
c) Other Highways matters – to receive a report on other highways works being carried out in Send and to report any other matters to Guildford Borough Council or Surrey County Council
14. Other reports
a) Chairman/Clerk – to report on any matters since the last Council meeting. The Clerk to report on the Parish Liaison meeting at Guildford Borough Council on 13th March 2020
b) Borough Councillors/ County Councillor
15. Date of next Council Meeting – to note the date – Monday 20th April 2020 To note the date of the Annual Parish Meeting is Monday 30th March 2020
