6. Planning
a) Planning application – to receive and consider the recommendations from Send PC Planning Committee in response to the following application:-
a) 19/P/02223 Land at Garlicks Arch, Send Marsh/Burnt Common, Portsmouth Road, Send
b) Hybrid (part full/part outline) application comprising: Full planning permission for 220 residential dwellings (Use Class C3), Travelling Showpeople plots (Sui Generis) and 81 sqm community facility (Use Class F.2(b)), with associated open space and landscaping, means of access, parking, drainage, utilities and infrastructure works, temporary and permanent acoustic fencing, and other associated works; and Outline planning permission, with all matters reserved except for access, for up to 300 residential dwellings (Use Class C3) with associated open space and landscaping (including a landscape bund and acoustic fencing), means of access, enabling infrastructure and other associated works. (Amended description and plans and Environmental Statement addendum received 24.02.2021 for drainage (SuDS), design, layout, landscaping, housing mix, scale, parking of phase 1, masterplan and affordable housing mix for phases 2 & 3)
b) Send Neighbourhood Development Plan (SNDP) – to note that the date for the Referendum is 6th May 2021 and to receive a report on the distribution of the leaflet to inform Send residents of the Referendum
c) Guildford Borough Council (GBC) Planning Committee Peer Challenge Review – to note the response from GBC to the PC’s letter regarding the review
d) Planning Committee Minutes – to note the Planning Minutes from the Committee meetings held in March and April 2021 and to receive an update on previous planning applications
7. Pavilion Redevelopment
a) Working Group – to consider the minutes from the meetings on 29th March and 13th April 2021
b) Survey – to receive an update on the production on the consultation survey and approve action
8. Amenities and Leisure Services
a) Street lighting – to consider an update on the application for a public works loan to fund the project to upgrade the street lights to LEDs and to approve the next step to apply to the Secretary of State
b) Footpaths – to consider a response from SCC Rights of Way regarding improvements to disabled access
c) Grounds maintenance – to consider a report on the end of the contract 31st March 2021 and agree action
d) Cemetery drainage – to consider a report and recommendations and approve a programme of works
e) Tree planting – to receive information on the Surrey CC tree planting programme and agree action
9. Financial and other Council Matters
a) Monthly expenditure list for April 2021 and bank reconciliation to 31st March 2021 – to approve
b) Community Working Group – to approve the terms of reference for the group and set a date for a meeting
c) Surrey Association of Local Councils (SALC) – to consider a newsletter and an update on remote meetings
10. Highways Matters
a) London Road issues – to consider a report on the Joint Action Group meeting on 12th April 2021, an update on the current issues and to agree action
b) Other Highways Matters – to receive any other highways issues to report to Surrey County Council
11. Communications
To consider the following requests and communications:
a) Phone and broadband – a request for the Council to survey all areas of Send to establish mobile reception
b) Send Open Gardens – a request for the allotments to be included in the Send Gardens Open Day (to note that the project has been postponed now to next year)
c) Send United – a request to resume football training sessions on the recreation ground
d) Qi Gong – a request to use the recreation ground by the fitness club
e) Christmas knitted chains – a request to support a new community knitting project for Christmas
f) Other Communications – to receive any other communications received after the agenda has been prepared (for information only or to be discussed a future Council meeting)

a) Lancaster Hall – an update on the reopening of the hall
b) Cemetery
13. Confidential – to pass a resolution: In view of the confidential nature of the business to be transacted at Item 14 of the agenda, the press and public to be excluded from this part of the meeting
