Agenda

1. Chairman’s announcement – the Chairman will explain the arrangements for conducting this meeting Public session

2. Apologies for absence – to receive and accept apologies for absence

3. Declaration of interests by Members on agenda items

4. Minutes of Council Meeting 16th March 2020 – to approve as a correct record of the meeting

5. Covid-19 – to consider a report on the situation and recommendations from the National and Surrey Associations of Local Councils (NALC/SALC) and to approve action regarding the following:

• The setting up of virtual Council meetings on Zoom with an upgraded business package
• A Business Continuity Plan to ensure all Council services can be maintained
• Support to the Community Aid Group using Council resources where practicable
• Adding a statement to Standing Orders regarding holding virtual Council meetings

6. Planning
a) Planning application – to consider a response to the following application:

20/P/00482 Land at 92 & 94 Potters Lane, Send – Erection of 29 dwellings (12 affordable) including access, associated garages, parking, open space, play area and landscaping following the demolition of 2 dwellings (92 and 94 Potters Lane)

b) Planning applications during Covid 19 – to approve a request to the MP and to NALC/SALC regarding guidance on planning processes under the current restrictions
c) Garlick’s Arch – to consider an update on the planning application and agree action

d) Planning Committee – to note the minutes from the meeting on 16th March and to approve the recommended responses to current planning applications (listed on the attached Agenda for the Planning Committee meeting on 20th April cancelled due to Covid-19)

7. Send Neighbourhood Development Plan – to receive an update on the Send Neighbourhood Development Plan and note the next stages of the timetable

8. Cemetery – to receive a report on the cemetery and approve action regarding the following:
• Guidelines and procedures during the current situation with Covid-19
• Meadow burials terms and conditions

9. Financial and other Council Matters
a) Monthly expenditure list for April 2020 – to approve

b) Maintenance contract for public toilet door – to approve the annual contract or to opt for the replacement by a conventional door
c) Allotments – to approve the hire of a skip for the tenants
d) Audit – to approve arrangements for the internal audit 2019-20

e) Code of conduct review – to approve a response to the review which is being carried out by Guildford Borough Council

10. Communications – to report on any communications received including notification of the cancellation of community events due to Covid-19

11. Other reports (for information only)
a) Chairman/Clerk – to report on any other matters since the last Council meeting.
b) Borough Councillors/ County Councillor
c) Lancaster Hall

12. Date of the Annual Council Meeting – Monday 18th May 2020 (currently planned to be by ‘Zoom’)
