4. Planning
a) To consider a response to the following application as recommended by Send PC Planning Committee:
20/P/00816 Burnt Common Nurseries, London Road
Proposed commercial development comprising of 3,303 sqm floorspace for light industrial (B1(c)), general industrial (B2) and storage and distribution (B8) uses, internal access road, 110 parking spaces and overflow parking/external storage, 18 delivery vehicle bays, bicycle parking, bin stores and landscaping including attenuation pond
b) Wisley Airfield Development – to receive an invitation from Wimpey Taylor to consult on their plans
c) Local Plan Consultation – to receive notification of the Local Plan: development management policies – Issues and Preferred Options consultation and to note the timetable for response
d) Judicial Review Challenge Guildford Local Plan – to note the part refund of the Parish Council contribution
e) Guildford Borough Council (GBC) Planning Meeting – to note the response from GBC regarding the Parish
Council’s complaint about lack of public access, and agree action
f) Planning Committee Minutes – to note the Planning Minutes from the Committee meetings held in May and June 2020 and to receive an update on previous planning applications
5. Send Neighbourhood Development Plan (SNDP) – to receive an update on the SNDP, to approve an examiner for the plan and to note the proposed timetable for the referendum next year
6. Financial and other Council Matters
a) Annual Return for the year ending 31 March 2020 (Section 1 Annual Governance Statement and Section 2 Accounting Statements 2019-20) – to receive and approve
b) Internal Audit for Year ending 2019-20 – to consider the Internal Auditor’s report following the Audit held on 8th June 2020 and agree a response
c) End of Year 2019-20 Budget report – to note the report
d) Council Asset list EOY 2019-20- to review the inventory of Council land and assets
e) Monthly expenditure list for June 2020 – to approve
7. Amenities and Leisure Services Working Group – To receive and consider the minutes and recommendations from the working group meeting on 1st June 2020 regarding the following:
a) Allotment gate repair – to note the order for a replacement gate
b) Cemetery – a request regarding the Muslim area
c) Trees – a report on the plans for the 2020-21 tree inspection, the tree works at the cemetery and a request for tree surgery on the land at the rear of Maple Road
d) Dog bins –a request to move a dog bin at Send Marsh Green
e) Street Lighting – the plans for replacement of streetlights with LEDs in 2021
f) Christmas lights – to note the progress of the project
g) Noticeboard – to purchase a manmade timber noticeboard at the recreation ground
h) National Trust – to make a donation towards the upkeep of the River Wey Navigation
i) Villages Medical Centre – to send a letter of appreciation for their service during Covid-19
j) Recycling bin – to terminate the project on the recreation ground due to Covid-19
k) Cemetery – the plans for the meadow burial area
8. Communications Working Group
a) Website – to receive an update on the project for a new Council website
b) WhatsApp – to consider the setting up of a Council WhatsApp group to assist communications
9. Communications – to consider the following requests and communications:-
a) Old Phone Box – a request regarding displays at the Old Phone Box
b) Book Swap – a request to set up a book swap behind the pavilion during Covid-19
c) London Road – a complaint from a Woodhill resident about parking and litter at the London Road slip road
d) Thames Basin Heaths SPA– a request from Natural England regarding information on conservation
e) Other Communications – to receive any other communications received after the agenda has been prepared (for information only or to be discussed a future Council meeting)
