6. Planning
a) Planning Committee Chairman – to appoint a new Chairman of the Planning Committee
b) Planning applications – to receive and consider the recommendations from Send PC Planning Committee in response to the following applications:-
19/P/02223 Land at Garlicks Arch, Send Marsh/Burnt Common, Portsmouth Road, Send
Hybrid (part full/part outline) application comprising: Full planning permission for 220 residential dwellings (Use Class C3), Travelling Showpeople plots (Sui Generis) and 81 sqm community facility (Use Class F.2(b)), with associated open space and landscaping, means of access, parking, drainage, utilities and infrastructure works, temporary and permanent acoustic fencing, and other associated works; and Outline planning permission, with all matters reserved except for access, for up to 300 residential dwellings (Use Class C3) with associated open space and landscaping (including a landscape bund and acoustic fencing), means of access, enabling infrastructure and other associated works. (Amended description and plans and Environmental Statement addendum received 24.02.2021 for drainage (SuDS), design, layout, landscaping, housing mix, scale, parking of phase 1, masterplan and affordable housing mix for phases 2 & 3)

Proposed erection of 29 residential dwellings with associated vehicular and pedestrian access via Burnt Common Lane, garaging, car parking, secure cycle storage and landscaping.
c) Send Neighbourhood Development Plan (SNDP) – to receive an update on the SNDP and approve the production and distribution of a leaflet to inform Send residents of the Referendum
d) Guildford Borough Council Planning Committee Peer Challenge Review – to approve a response to the review as recommended by the Planning Committee
e) Planning Committee Minutes – to note the Planning Minutes from the Committee meetings held in February and March 2021 and to receive an update on previous planning applications
7. Pavilion Redevelopment
a) Working Group – to consider the minutes and recommendations from the meeting on 1st March 2021
b) Survey – to approve the use of a consultant to produce a household survey to consult with the public regarding the project
8. Amenities and Leisure Services
a) Working Group – to consider the minutes and recommendations from the meeting on 8th March 2021 and approve actions regarding a new dog bin at Maple Road, drainage at the recreation ground and cemetery, tree planting and surgery and a request to have a small grave in the old section of the cemetery
b) Street lighting – to appoint a contractor for the street-lighting upgrade contract for 2021-22 and to approve the next stage of the application for a public loan for the project
c) Footpaths – to consider a report on footpath access for the disabled and to agree a response
9. Financial and other Council Matters
a) Monthly expenditure list for March 2021 – to approve
b) ‘Have your say’ on electoral boundaries– to approve a response to the electoral review consultation
c) Council meetings in May 2021 – to consider a report from the National Association of Local Councils regarding remote meetings as a result of Government lifting of Covid-19 restrictions and to agree action
d) Surrey Association of Local Councils – to receive an update on the changes to the association
e) Climate Change – an invitation to a Climate Change Liaison Group for Parishes
10. Highways Matters
a) Potters Lane/A3 junction – to note the highways improvements will be completed by the end of March
b) Other Highways Matters – to receive any other highways issues to report to Surrey County Council
11. Communications
To consider the following requests and communications:
a) Broadband and mobile – a response to the Parish Council’s letter from Surrey CC, GBC and the MP regarding provision of services
b) McColls – a response to the Council’s letter regarding concerns about a reduction in their services
c) Website – a request to have a link on the website to the weather forecast for the local area
d) Environmental projects – an invitation to apply for a donation from the Rotary Club for a project
e) Other Communications – to receive any other communications received after the agenda has been prepared (for information only or to be discussed a future Council meeting)
12. Other Reports
a) Lancaster Hall – an update on the reopening of the hall
13. Date of next Council Meeting – to note the date of the next Council Meeting is Monday 19th April 2021 on Zoom
